Westchester County offers drivers of hybrid, electric and fuel efficient vehicles free parking at the county-owned commuter lots adjacent to the Bronx River Parkway in White Plains at the Westchester County Center and on Fisher Avenue in North White Plains near the train station. This incentive includes any electric vehicle that relies solely on an electric motor for propulsion; or a hybrid-electric vehicle that achieves a United States Environmental Protection Agency City fuel economy rating of 35 miles per gallon or more; or any other motor vehicle that achieves a United States Environmental Protection Agency City fuel economy rating of 35 miles per gallon or more. A hybrid-electric vehicle shall mean a vehicle which operates by combining an internal combustion engine powered by gasoline or diesel fuel with a battery powered electric motor.

The cost of a monthly permit is $75.00.  To apply for free parking, hybrid vehicle owners should submit a completed parking permit application together with a copy of their registration to the Parking Division by mail or fax. The program is dated to expire at the end of 2009.

Currently, the demand for parking permits exceeds the number of permit spaces available.  Therefore, we are unable to issue any new permits at the present time. Names of permit applicants are being placed on an extensive waiting list until parking spaces become available, and applicants will be notified in the order in which they were received.
